STATEN ISLAND, N.Y. -- After no small amount of posturing and public hand-wringing, the Port Authority has finally gotten around to formally announcing its much-anticipated toll discount plan for Staten Islanders over the weekend.

The announcement comes almost two months after the P.A. board approved the least-they-could-do discount program, and it won't take effect until Feb. 1.

Here's the real kicker: Despite the hoopla attending the announcement, it won't make any difference for most Staten Island drivers. Because there is already just such a discount in place.

Let's be blunter: The Port Authority of New York and New Jersey is knowingly trying to put one over on residents of this borough.
