Several homes and businesses were evacuated in the Moygashel Mills Park area of Moygashel, Co Tyrone, following the discovery of a suspicious object on Monday.
Police and army bomb squad officers attended the scene from around 9am.
However they later discovered the device was a hoax.
A statement said: "A suspicious object found at Moygashel Mills Park, Dungannon, shortly before 9am this morning (Monday 13th) has been declared a hoax."
Local political representative Lord Morrow has condemned those responsible.
"This sort of despicable behaviour does nothing but cause upheaval, distress and inconvenience to the people of Moygashel," he said.
"There are a lot of senior citizens residing in this area and they were petrified. Also, it's the summer months and children are off school and outside playing.
"They too are the victims of the self-indulgence of a twisted few."
Anyone with information should contact the PSNI.
